Rokhaya Fall DIAWARA

Rokhaya Fall DIAWARA is an education Programme Specialist and Global Early Childhood Care and Education specialist at UNESCO Headquarters in Paris. She has more than 17 years of experience, including work at government, UN agencies, and international Organizations in education, particularly in Early Childhood, Literacy, and non-formal education in different parts of the world. She has been successively a teacher, an educational researcher, a policy maker, and a project manager in the field of education. She was the coordinator of the African working group on ECCE for seven years, a member of the Early Childhood Global Consultative Group, and a member of the advisory Group of the Early Childhood Development Action Network. She initiated and implemented several education projects in curricula, educational reforms, school evaluation, and textbooks. Ms. Diawara is co-editor of several national strategies and policy documents and author of several publications on Early Childhood Development, 10 Years Basic Education in Africa, “Transformative Gender and Leadership,” schoolbooks, and extra-curricular series such as Bouba & Zaza. Ms Diawara is the coordinator/organizer of the World Conference on Early Childhood Care and Education, Tashkent, November 2022, where 155 UNESCO Member States adopted the Tashkent Declaration and Commitments to Action for Transforming Early Childhood Care and Education. In 2021, She initiated the Global Partnership Strategy for Early Childhood, adopted by 45 international organizations

The Tashkent Declaration, adopted during the World Conference on Early Childhood Care and Education (ECCE) in 2022, marks a significant milestone in the global commitment to enhancing the quality of education and care during the formative years of life. This essential document consolidates a series of commitments aimed at ensuring that every child has access to inclusive, quality, and equitable ECCE services. The declaration highlights the critical importance of the early years for cognitive, emotional, and social development, and how investing in ECCE not only improves educational outcomes but also fosters more just societies.

However, transitioning from commitment to concrete action presents significant challenges that require international collaboration, adequate funding, and a localized approach tailored to the specific needs and circumstances of each community.

There is a need for awareness from all stakeholders, from governments and civil society organizations to local communities and families, to turn the commitments of the Tashkent Declaration into a tangible reality that benefits all children worldwide.
